Citizens and community leaders initiated the Main Street De Pere program in June, 1990, making it one of the longest-standing Main Street programs as well as one of the largest in physical footprint. The Wisconsin Main Street Program is based on the philosophy of the National Trust for Historic Preservation National Main Street Center program established in 1980 to assist nationwide downtown revitalization efforts.
The Four Point Approach combines to create a well balanced Main Street program: organization, design, economic restructuring (enhancement) and promotion. Economic (Restructuring) Enhancement The volunteer committee researches current economic conditions, identifying opportunities for market growth, monitoring and reporting the economic performance. They work to: ■ Strengthen existing businesses, recruit complementary ones, and find new economic uses for buildings ■ Develop financial incentives and capital for building rehabilitations and business development ■ Implement a market strategy that will result in an improved business mix, a stronger tax base, and increased investor confidence
Design The volunteer committee works to: ■ Promote attractive and historically sensitive building improvements ■ Assist with the creation of appropriate private and public signage ■ Work with the community and the City to create and promulgate a thematic approach to the look of the Main Street area ■ Proactive planning with the City and the community toward a long-range vision for the downtown
Promotion The purpose of promotion is to develop, refine, and market a unified, quality image of the area as a compelling place to shop, live, work, invest and visit.
Organization
Together, the Main Street De Pere program has impacted the heart and soul of our downtown to the tune of over $83 million dollars in improvement during the life of the program. A significant number of new jobs have been created; many new businesses have been attracted; and millions of dollars have been privately invested in the De Pere downtown.
